Holland Conservation Commission

Minutes of Commission meeting held on April 22, 2008.
~
Present:  Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer.  

7:00 p.m.  Chairperson called the meeting to order.

7:05 p.m.  The minutes of April 8, 2008 were read and accepted and will be distributed.

7:10 p.m.  Mary vandenBerg reported:

1)      Having observed a small pay loader lakeside at 45 Shore Dr., silt fences and hay bales were properly installed.  She spoke with the workers who stopped their work and called the owners. She later spoke with the owners and requested they attend a Conservation Meeting with their plans.
2)      Having received a phone call from a Mrs. Bousquet of 9 Lakeridge Dr. complaining about pines trees being cut at William Garrett’s property at 406 Mashapaug Rd.  She was informed that they had Conservation Commission permission.

Members signed the Order of Conditions for Blaire Ritchie of 22 Brandon St., DEP File #184-0225, Map R1-C-9.1 to repair a septic system.

7:20 p.m.  Elena Thompson of 10 Brandon St. complained that winter sand deposits have continued to fill up the cove to the point that she is unable to dock her boat.  She was informed that a Grant Project is planned for the Brandon Street area but that a Notice of Intent of neighbors to dredge the cove during a drawdown would be required.

7:30 p.m.  Rich Polverari presented his Request for Determination of Applicability for his drainage problem at 7 Sunset Lane Map R-11-B4 at his Public Hearing.  No abutters were present.  Following discussion, it appeared to the Commission that this project would be an improvement to the management of storm water.  All were in favor of a Negative Determination.  All were in favor of closing the hearing at 8:00 p.m.

8:00 p.m.  The Scheduled Public Hearing for a Request for Determination of Applicability for Malcolm Rood of 2 Ames Trail, Map R-16 Block C, Parcel 2 to repair a soil absorption system was presented by Steve Bressette of Jalbert Engineering. No abutters were present.  Following discussion, all were in favor of a Negative Determination.  An Addendum is to read that “Jalbert Engineers shall oversee the site work until the ground work is completed”. All were in favor of closing the hearing at 8:10 p.m.  Steve Bressette gave us a check paying for Mr. Rood’s legal ad.

8:10 p.m.  Cristina and Mike Jacobson of 45 Shore Dr. Map R2-A-19 presented their landscaping plans for approval.  They also spoke to us regarding the installation of an aluminum dock.  All were in favor of the project.  Procedure Sheet #2008-I was signed by Mary vandenBerg with the condition that silt fences and hay bales stay in place until landscaping is completed.

8:20 p.m.  Kevin Knight of 29 Bennett Rd. presented pictures and spoke of his concerns regarding his neighbor, Normand Butler, “who appears to be putting in a road on my property and adjacent to the wetlands”.  A site visit is scheduled for Saturday, April 26, 2008 at 9:00 a.m.

8:45 p.m.  We discussed an e-mail letter sent to the Virtual Town Hall, printed and given to us by Kristin LaPlant, Town Clerk, from Donna Cumming s of 30 Stafford Rd. regarding her pond.  Following discussion, we referred her problem to the Enforcement Officer, Jack Keogh.  Mary vandenBerg is to investigate further.

Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 8:55 p.m.
